Petitions or action campaigns?
Headless does not offer a standalone signature-only petition. If you need a public total of names attached to one statement, choose a dedicated signature-collection platform. If you need each supporter to make a request to a newsroom, representative or other recipient, a Headless action campaign may fit.
These are different mechanisms. A petition gathers endorsements; an action campaign helps individuals contact a named recipient through a supported route.
Use a petition for a shared statement
A signature-collection service is the clearer choice when the action you want is a name on a common text and a count you can present later. Review that service's consent, export and delivery rules before you ask people to sign.
Do not describe a Headless campaign as a petition or promise a signature tally. Every published campaign needs a sending action, and its participation flow is designed around messages or handoffs rather than collecting names alone.
Use an action campaign for a directed request
Choose a supported channel when the recipient needs to hear from each participant. A campaign can prepare a personal message for a representative, send a complaint to a newsroom or guide a supporter through an official form. The recipient, consent and delivery path are shown to the supporter.
The result is a set of individual requests, not proof that the institution will agree or respond. Pick the route that matches the decision you want changed, and make the evidence and requested response explicit.
